The Scarred Lands, from White Wolf publishing offers a wealth
of story and RPG settings, which few collections can boast at.
As a long time DM, I can easily find fault in several of the books,
mainly in consistency with global world information. Wizards of
the Coast is so good at keeping a mythos constant, that when this
attention to global ideas is not held, it is very obvious to the
players and the DM.
However, where the Scarred Lands collection excels is in the
aspects often lacking from other publishers (such as Wizards of
the Coast). The NPC's the history, the texture, the fully developed
cultures are wonderful. Several of the city books can easily be
used in any RPG campaign.
White Wolf has also decided that at this time they are not going
to bring the books up to 3.5 status, so all of them are still
at version 3 status. This may back you off some, but from the
usage I've personally gained from this world, I find that to be
a minor point. It would be very cool to see these books re-edited,
and brought up to 3.5 status (along with fixing some of the more
blatant errors), but they are still worth the purchase if you
are seeking depth in your D20 game time.

Mithril, City
of the Golem -- If you are going to only purchase two, then
you've just read the two you should get.
Burok Torn, City
Under Siege -- A wonderful look at a dwarven culture and city
